Work Safety Requirements for Contractors

1. General provisions


These requirements shall mandatorily be observed by all contracting organizations performing works within the territory of the Company in the part concerning certain works to be performed by the Contractor.


1.1. Obligations of the Contractor

1.1.1. The contracting organizations participating in works or providing services within the Company’s premises must observe the requirements of the applicable legislation of the Russian Federation in the field of occupational health and safety as well as industrial, fire and environmental safety.

1.1.2. The contractor shall carry out their activities only subject to availability of all permitting documents (licenses, permits, certificates etc.) stipulated by the legislation and issued by competent public authorities within the established procedure.

1.1.3. Strictly comply with the labour legislation of the Russian Federation upon hiring of employees to perform works under the Agreement, as well as in the course of organization of work-rest schedule of employees.

1.1.4. Refrain from employing any employees under the age of 18 to work within the Company territory.

1.1.5. Comply with the legislation of the Russian Federation if any foreign workers are hired. In the absence of registration and labour permit, the Company shall be entitled to refuse admission of employees to the territory of the enterprise.

1.1.6. Engage only those workers to work at the Company facilities who received preliminary (upon hiring) and periodic medical examinations and have been provided with doctors’ commission opinion authorizing them to perform works according to their qualifications under the legislation of the Russian Federation.

1.1.7 The managers of the contracting organization shall timely notify the Work coordinator about any additions to the lists of workers in order to facilitate any necessary procedures related to the Contractor’s workers’ admission to the facility.

1.1.8 Depending on the type of performed works, to have available any required work authorization documents according to Appendix 1.

1.1.9 Have occupational health and safety instructions approved within the established procedure for each job title, profession or a type of work to be performed; duly conduct the occupational health and safety briefings and fill out a respective occupational health and safety briefings log; provide copies of instructions, orders and logs to ESH department.

1.1.10 Provide each worker with all necessary personal protection equipment in accordance with legal requirements and Company regulations (protective footwear, helmets, goggles, respirators, safety harness with foot and shoulder straps, hearing protection equipment and other necessary means), monitor the use of the above-mentioned equipment and means by the employees, and conduct timely inspection and replacement of any damaged PPE.

1.1.11 Agree the work schedule with the Work coordinator. The works shall be conducted from Monday to Friday between 8 am and 8 pm. Should a necessity arise to carry out any works by the contractor’s means within the territory of OOO “Continental Kaluga” during night hours, weekends or public holidays, the contractor’s representative shall notify the Work coordinator about such necessity.

1.1.12 Agree the location of temporary site cabins or other temporary facilities with the Customer as well as the use of electrical heating devices therein.

1.1.13 Provide employees with opportunity to use sanitary and hygiene facilities (toilets, sinks) in the places where the works are performed.

1.1.14 To arrange a wheel washing facility for construction purposes at the exit from the territory of the construction site.

1.1.15   Apply fault-free mechanisms, equipment, gas tanks, tools and lifting gear in the course of work performance, technical characteristics thereof corresponding to the safe work conditions, provide for the safe methods of work and labour practices excluding any occupational injuries and accidents.

1.1.16 All the Contractor’s transport means used during the work performance shall be in good operating condition (availability of technical check-up ticket, no oil leaks and so on) and be equipped with:

  • three-point seat belt for the driver and all passengers,
  • if the presence of seat belts is foreseen by the plant-manufacturer;
  • first aid kit;
  • one of more fire extinguishers;
  • certified (or have a license for use issued by
  • respective authorities) spark arresting device for the internal combustion
  • engine (upon entrance to the production premises);
  • advance-warning triangle.

1.1.17 Use only those chemical substances or mixes in the course of their work, which are permitted within the territory of the Russian Federation; have safety sheets for any used substances \mixes in Russian language.

1.1.18   Maintain records of all accidents which happened to the Contractor’s or subcontractors’ employees during their work within the territory of the Company, regardless of the injury rate degree, and notify the Work coordinator thereof.

1.1.19   Maintain daily records of employees, hence in case of emergency or at the request of ESH department be able to provide accurate information with regard to number of employees present in any subdivision within the Company territory.

1.2. The Contractor’s employees are prohibited to:

1.2.1. Transport or bring through any unauthorized persons to the Company premises; no personal visits shall be allowed within the company territory.

1.2.2. Change any conditions, sequence and scope of works without the Customer’s approval.

1.2.3. Be present in any operating installations within the production premises of the Company except for the work performance purposes.

1.2.4 Visit any Company facilities outside the location of works, specified in the documents authorizing the Contractor’s employees’ admission to the facilities.

1.2.5 Dispose of foreign objects and waste from their vehicles within the Company’s facility.

1.2.6 Distract the Company’s employees from their job duties.

1.2.7 Use the Company’s process equipment and hoisting mechanisms without any prior agreement.

 1.2.8 Smoke outside of specifically designated areas.

1.2.9 Start open fires, except for work purposes.

1.2.10 Perform any other works, not agreed with the Customer, at the own initiative.


2. Main requirements for occupational health and safety, industrial, fire and environmental safety.


2.1. The procedure for the occupational health and safety induction briefing delivery to the Contracting organization's employees.

2.1.1. The Contractor’s employees shall be subjected to an induction briefing concerning safety regulations within the territory of the Plant on the date specified during the kick-off meeting.

The Contractor’s employees shall arrive at the briefing accompanied by the Contractor’s specialist appointed responsible for the work performance within the Company territory, wearing work wear and special footwear and carrying any necessary documents confirming their work authorization and qualifications.

2.1.2. Induction briefing in the ESH department shall be provided to all the employees of contracting and subcontracting organizations, including work managers.

If an employee of contracting (subcontracting) organization for any reason failed to receive an induction briefing in ESH department, they shall not be authorized to work within the Company’s facilities.

2.1.3. If no confirmation is received from ESH department about the delivery of induction briefing, a request for the admission of employees, who failed to receive the briefing, shall be blocked. The information about the pass blocking shall be communicated to the Work coordinator.

2.2. Safety requirements prior to work commencement.

Prior to work commencement the Contractor’s employees must:

  • Get their assignment and undergo briefing at their workplace with consideration of labour safety arising out of their work specificity.
  • Put on any work wear or special footwear stipulated by the standards.
  • Select personal protection equipment and process tools required to perform work and check their compliance with safety requirements.
  • Any faulty tools or protective gear shall be immediately replaced.
  • Put in place any necessary protective barriers and hang out warning posters.
  • Check their workplace, passages thereto and barriers for compliance with safety requirements and, where necessary, take measures specified in their work permit.
  • Remove foreign objects and materials.

2.3. Safety requirements in the course of works:

Each Contractor’s employee authorized to perform works within any of the Company’s facilities shall observe the labour discipline, comply with their job duties set out by both their employer and the Customer.

The Contractor’s employees undertake to:

  • Use personal protective equipment: protective work wear, protective special footwear.
  • During any hazardous works use additional PPE designated for these works and ensuring protection against risks directly associated with such hazardous works.
  • Apply fault-free mechanisms, equipment, gas tanks, tools and lifting gear in the course of work performance, technical characteristics thereof corresponding to the safe work conditions.
  • Use any tools, appliances, materials and personal protective equipment only in accordance with their intended purpose.
  • Ensure application of safe methods of work performance and labour practices, excluding any occupational injuries and accidents.
  • Maintain their workplace, equipment and appliances in good order, clean and operating condition as well as maintain tidiness at the site and within the facilities.
  • Observe the rules for moving around premises and within the territory of the organization and use only specifically designated passages.
  • Refrain from obstructing aisles between the equipment, racks and stacks of materials as well as passages to control panels, switches, escape routes and other passages.
  • Take measures aimed at the immediate elimination of any causes and conditions preventing or hindering normal operations (downtime, breakdown), imposing risk for life and health of workers and instantly notify the immediate work manager thereof.
  • The Contractor’s employees undertake to observe the professional safety requirements, as well as occupational health and safety and production hygiene regulations stipulated by the rules and standards of the applicable legislation of the Russian Federation. None of the Contractor’s workers shall engage in any activities that may result into accident or damage to the Customer’s workers.

2.4. Safety requirements upon work completion

2.4.1. After the completion of work it is required to clear work places and the facility territory from waste, scrap, oil products and other contamination.

2.4.2. Upon the work completion within the Company’s facilities, the Contractor’s manager (performer) of works shall lead team members out of the production site, check the completion of works as well as absence of any foreign objects, materials and tools.

2.4.3. Upon the work completion the facility, where the works were carried out, shall be inspected by the Work coordinator. The workplace shall be handed over to the Customer in a state complying with occupational health, safety and environment protection requirements.

2.5. Environmental safety requirements.

2.5.1. The Contractor shall be the owner of any wastes generated in the course of their operations and shall be responsible for their utilization in accordance with the legislation of the Russian Federation in the area of waste treatment and disposal.

This obligation might be changed if the Customer’s representative believes that the generated wastes could be used for the Company needs in the future. The decision about the waste division between the Parties shall be entered into the Agreement.

2.5.2. The Contractor shall:

– at their own expense and through their own means provide for the collection, safe temporary storage, disposal, removal and delivery to a specialized company in the prescribed manner of any unused chemicals, mercury-containing wastes and other wastes of production and consumption, generated in the course of work performance and owned by them.

– make payments for above-limit pollution of the environment, compensate, at their expense, any environmental damage and losses caused to the Customer or to third parties and ensure total elimination of all environmental consequences of accidents that occurred through the fault of the Contractor;

2.5.3. It is prohibited to:

– burn various types of wastes within and outside of the Company’s territory site without special installations;

– place wastes in unauthorized storage locations without prior approval from the Customer’s representative;

- wash vehicles within the Company’s territory and adjacent area;

- discharge fuels, lubricants and hazardous substances in the household sewage and storm drains, as well as on the ground.

 

2.6. Primary fire safety requirements

2.6.1. Any kind of works performed by the Contractor within the Customer's territory, shall be performed in strict compliance with the requirements of “Fire Prevention Rules in the Russian Federation”;

2.6.2.    It is prohibited to store flammable and combustible liquids, except in small quantities required for the daily demand within the production premises. Storage locations for these materials and their quantities must be agreed with the head of the subdivision responsible for the organization of fire safety works in the subdivision. Locations allocated for storage of combustible materials, toxic substances or explosive substances must be designated with information about the type and amount of substances and respective safety measures;

2.6.3     The Work coordinator must advise the Contractor’s representative on the evacuation plan, location of fire extinguishers, buttons of manual fire alarms and phones for fire emergencies as well as action plan during a fire case. The obligation of the Contractor’s representative is to communicate this information to the employees directly involved in the work.

2.6.4     Carrying out of any internal works, resulting in large amounts of dust that can lead to false alarms of fire alarm system, shall be pre-approved by ESH department;

2.6.5     During a temporary downtime, the Contractor shall de-energize any electrical installations and appliances in the premises which were used in the course of works;

2.6.6     All processes on the Customer's territory that may require firing operations are carried out in accordance with the Regulations on the Management of works with increased Risk of LLC "Continental Kaluga" PLKA-S-ES-S-00-PR-0421-14.

2.7. Safety requirements in emergencies

2.7.1. All the Contractor’s employees shall be trained with regard to emergency response.

2.7.2 The Contractor shall immediately notify the Customer’s representative about any crisis situations at workplace and apply their best efforts to prevent emergency situation development.

2.7.3 Upon occurrence of an emergency situation related to operating procedures,

the Contractor’s employees undertake to:

 - immediately stop work and notify their manager and the Customer's staff working alongside them;

- lead the employees out of a danger zone;

- take measures aimed at the localization of accident and liquidation of its consequences or causes that can result into a breakdown or accident;

- notify the Work coordinator thereof.

2.7.4 If the accident happened with the employees of the Contractor, it must be immediately reported to the work manager, medical help shall be summoned and first aid measures shall be taken to assist the victims.

Investigation, recording and registration of accidents shall be carried out in accordance with the Labour Code of the Russian Federation and Regulation on Industrial Accidents Investigation Peculiarities in Certain Industries and Entities.

2.7.5 In the event of fire it is required to:

- immediately stop all works and take steps for emergency shutdown of the equipment and tooling;

- inform site personnel about the fire outbreak by activating the fire alarm system with the aid of manual fire alarm button;

- inform (arrange for notification) of the work coordinator on the customer’s part;

- take measures to extinguish fire with the emergency fire-fighting equipment;

- in the face of any threat to their life or health, immediately leave the danger zone and move to the place of gathering.

- report to the Work coordinator about the number of employees, existing injuries, etc.

The Contractor’s employees are not entitled to leave the place of gathering without permission from the Work coordinator. 


3. Procedure for organization and carrying out of hazardous works


3.1. Hazardous works performed by Contractors within the Company’s facilities shall be organized and conducted in accordance with the requirements of legislative acts or in accordance with the internal policy of the Contractor’s organization.

3.2. Hazardous works shall be performed by the Contractor after the work permit preparation and provision of all necessary documentation (plans, charts, actions, etc.) When formalizing hazardous works, the Contractor may use a standard form of work permit, form of work permit adopted in the Contractor’s organization or forms of work permit established in OOO “Continental Kaluga”.

3.3. The work permits for hazardous works to be performed by contracting organizations, shall be issued by authorized persons of contracting organizations. Such permits must be agreed with the head of Structural subdivision where the works would be carried out. The person authorizing the Contractor’s employees to perform hazardous works shall be the Customer’s representative.

 3.4. When any combined works are performed, the approval for the production of hazardous works must be documented in the work permit by the signatures of the responsible work manager, responsible work performer and the head of Structural subdivision where the combined works are carried out.

3.5. The Head of subdivision, where the combined operations are to be carried out, should select a zone for the performance of works and to ensure that any measures providing for the safety of employees are taken.

3.6. Extension of the workplace, specified in the work permit, shall be prohibited.


Annex 1

List of documents for safe work performance within the facilities of OOO “Continental Kaluga”.


1.         General requirements:

1.1. Order on the appointment of a person responsible for occupational health and safety at the facility,

1.2. Copy of an assessment certificate on occupational health and safety for managers and specialists,

1.3. Order on the appointment of the person responsible for fire safety at the facility and persons responsible for premises within temporary facilities;

1.4. Copies of fire safety training certificates in the scope of fire safety basics,

1.5. Order on the appointment of the person responsible for electricity facilities,

1.6. Copy of the electrical safety assessment certificate,

1.7. Order on the appointment of the person responsible for the observance of environmental safety requirements at the facility of OOO “Continental Kaluga”

2.         Carrying out hazardous works:

2.1. Order on the appointment of persons entitled to issue work permits,

2.2. List of officials which may be appointed responsible work managers and responsible work performers,

2.3. Competed work permit.

3.         Works at heights:

3.1. Order on the appointment of persons responsible for the organization and safe conduct of works at heights and for work permit issue,

3.2. Copies of authorizations for working at heights,

3.3. Work permit for working at heights.

4.         Carrying out works with the aid of hoisting devises:

4.1. Order on the appointment of the specialists responsible for safe works with the aid of hoisting devises (lifting devices, towers, hoisting cranes of all types),

4.2. Copy of the protocol on the assessment in industrial safety and safe operation of dangerous production facilities for which hoisting devices are used, with valid date,

 

4.3. Copies of certificates of crane operators, hoisting device (tower) drivers and sling operators with valid date,

4.4. Copies of pages of safety sheet of crane, hoisting device, tower with a note on the registration and entry about the accomplished technical examination,

4.5. Logbook of crane operator, logbook of hoisting device driver with a signature of the person responsible for good operating conditions (to be filled out prior to the beginning of each shift),

4.6. Presence of plate on the crane/hoisting device with a registration number, indication of load capacity according to relevant safety sheet and date of next technical examinations;

4.7. Logbook for records and periodic inspection of detachable cargo-bearing appliances and receptacles.

5.         Carrying out works on the equipment under pressure / with the equipment under pressure, including tanks for compressed, liquefied and dissolved gases:

 

5.1. Order on the appointment of the specialist responsible for good operating condition and safe operation of vessels under pressure,

5.2. Copy of a protocol on industrial safety assessment and equipment under pressure with valid date,

5.3. Copies of certificates on the personnel authorization to service vessels under pressure with valid date,

5.4. Work permits, where necessary.

6.         Conducting works on gas pipelines and gas-consumption equipment:

6.1. Order on the appointment of responsible persons for safe operation of gas facilities,

6.2. Copy of the assessment protocol on the industrial safety and industrial safety requirements for gas distribution and consumption facilities, with the valid date,

6.3. Copies of certificates on the personnel authorization to maintain gas equipment (if necessary with the right to perform gas hazardous work), with the valid date.

6.4. Completed Work permit for gas-hazardous works.

7.         Works, involving handling of wastes:

7.1. Order on the appointment of a responsible person for handling of the wastes generated in the course of the activities of contracting organization at the facility of OOO “Continental Kaluga”,

7.2. Copies of staff training certificates in the field of “Environmental safety, Working with dangerous wastes”,

7.3. A copy of the contract with a firm, licensed to collect, transport, process, neutralize and dispose of wastes generated in the course of works,

7.4. If the waste handling organization is located in a different region, it is required to provide a scanned copy of the notice of territorial body of Rosprirodnadzor (Federal Supervisory Natural Resources Management Service) in Kaluga region about the intention to carry out activities in our region,

7.5. Copies of certificates of waste disposal from the facility of OOO “Continental Kaluga”.

8.         If any activities in the sphere of “Environmental safety and environmental regulation” are carried out at the facility of OOO “Continental Kaluga”:

8.1. Copy of the certificate of accreditation for measurements of sources of emissions of polluting substances in atmospheric air (if measurements are taken within the facility),

8.2. Copy of the certificate of accreditation for measurements of sources of emissions of polluting substances on the border of sanitary and protection zone of the enterprise (if measurements are taken within the facility),

8.3. Copy of the certificate of accreditation for the implementation of sampling of waste water sources and pollutants discharge into the water body and in the facilities of centralized city sewage system.
